How many modal verbs are there in English?

There are nine true (or "pure") modal verbs in English: "can," "could," "may," "might," "shall," "should," "will," "would," and "must." These share special grammar properties — they do not add "s" for third person (he can, not he cans), they are followed directly by the base verb, and they form questions by moving before the subject (Can you...?). In addition, there are "semi-modals" that behave partly like modals: "have to," "need to," "be able to," "ought to," and "be allowed to." Including these, there are about fourteen modal expressions that English learners need to know for B2 level proficiency.

The most frequent mistakes are: confusing "mustn't" (prohibition — "you are not allowed") with "don't have to" (no obligation — "your choice") — this is the number one error at all levels. Using "would" for past states instead of "used to": "I would live in Paris" is wrong — say "I used to live in Paris." Forgetting that "must" has no past form — use "had to" for past obligation. Adding "s" to modals: "she cans" is always wrong — say "she can." Using "could" for a specific past achievement: say "I was able to finish" not "I could finish" when describing one successful occasion.
